Senegal ratified on 2 February 1999, becoming the 1st State Party.

As of August 2003, the Government was engaged in consultations on the draft implementing legislation with national and international experts.

On 20 June 2003, an official of the Ministry of Justice said that the draft implementation law will be included in the general package on renewal of criminal law in Senegal.

The Minister of Justice created an implementation committee, which drafted implementation legislation based on recommendations from the conference in Dakar in October 2001. The committee, coordinated by Mr. Amadou Diallo, included experts from the Ministries of Justice and Foreign Affairs, judges, as well as members of civil society (lawyers, law professors and NGOs).

During a three-day conference on implementation of the Rome Statute of the ICC which took place in Dakar, Senegal from 22-25 October 2001, international experts, government and civil society representatives adopted a series of recommendations aimed at facilitating the efforts on implementation and harmonization of the Rome Statute with national law.
