Rome Statute   Palestine deposited the instruments of accession to the Rome Statute on 2 January 2015. Palestine’s accession to the followed several years of struggles and attempts to gain international jurisdiction over alleged crimes committed in the Palestinian territories. Palestine attempted to accept the jurisdiction of the ICC in 2009 through an Article 12 (3) declaration, but following a preliminary examination, the OTP concluded that it was not clear if Palestine was to be considered a state for the purposes of the Rome Statute. On 31 December 2014, Palestine filed a second Article 12(3) declaration, giving the Court jurisdiction for crimes committed after 13 June 2014. The OTP launched a preliminary examination on 16 January 2015, citing United Nations General Assembly passed resolution 67/19, which conferred “non-member observer state” status to Palestine.
