Implementing Legislation On February 4, 2012, the decree of the 12th of April 2011, No12-022/PR on the ENACTMENT OF LAW NO 11-020/AU OF 13/12/2011 TO IMPLEMENT THE ROME STATUTE was promulgated by the President of the Union of the Comoros.

A draft bill covering complementarity and cooperation, resulting from a joint civil society/government workshop held in September 2008, was handed over to the Minister of Justice of Comoros, who solemnly promised that his staff would work on it without delay and that the government would submit it to Parliament at the next ordinary session in October 2008.

On December 13, 2011, the Comorian parliament passed the bill following a joint seminar involving members of government, parliament and civil society held in September 2011 which considered the proposed amendments and made the changes.
