NGO Accreditation and Participation
Since 1998, the CICC has facilitated NGO access to ICC negotiations in order to increase global NGO participation and input in the ICC process. For example, African NGOs attended a CICC regional meeting on ratification and implementation during the Third ASP in September 2004.
NGO Accreditation and Participation

NGOs have attended meetings of the ICC’s Preparatory Committees, Commissions and Assembly of States Parties since 1996. Since 1998, the Coalition for the International Criminal Court has facilitated NGO access to these negotiations in order to increase global NGO participation and input in the ICC process, as outlined in resolution ICC-ASP/2/Res.8, “Recognition of the coordinating and facilitating role of the NGO Coalition for the ICC” adopted by consensus at the 4th plenary meeting of the ASP on 11 September 2003 (found here: or phone: +31(0)70 311 10 84.

HOW TO SEND A REQUEST FOR YOUR PARTICIPATION TO THE ASP

If you or your organization meet the criteria as listed above, here are the subsequent steps to follow to ensure that your accreditation request is received and processed in good order. Please note that past participation in Preparatory Commissions, ASP sessions or at the Rome Conference does not automatically register you for the upcoming thirteenth ASP. You still must submit a request by the stated deadlines in order to participate. Requests submitted after the deadlines will unfortunately not be processed. No exceptions will be made. Also included below is a memo which was sent to the CICC by the ASP Secretariat, regarding NGO participation and accreditation at the ASP.

SENDING A REQUEST  TO PARTICIPATE UNDER THE CICC UMBRELLA

  1. Draft a written request to attend the Thirteenth session of the Assembly of States Parties with the name of the organization and each of its representatives on official letterhead;

  2. State clearly which of the criteria above you are submitting your request under and that you are requesting to be accredited under the CICC umbrella, providing supporting documents if necessary;

  3. To ensure that your request will be processed in time: send your request and supporting documents by email to: NO LATER THAN TUESDAY, 20 OCTOBER 2015 and state in the body of the email whether you and/or the other individuals in your request will be requiring a letter from the CICC in order to apply for a visa to enter the Unites States of America. More information on visa applications below.


 Please do not send requests for funding — send accreditation requests only.

SENDING A REQUEST DIRECTLY TO THE ASP SECRETARIAT
!! IMPORTANT!!: Send your requests directly to the ASP Secretariat only if you are certain you or your organization meet the criteria listed in category “Direct Participation Under the Name of your Own Organization”.

Requests should be sent to the CICC especially if you are unsure whether your organization qualifies under the requirements of accreditation. Even if you are sending a request directly to the ASP Secretariat, we strongly urge you to also copy the CICC, so that we can assist you if would need a visa or if any problems arise. This will also be useful for our planning purposes. We thank you in advance for your cooperation.

  1. Draft a written request to attend the Thirteenth session of the Assembly of States Parties with the name of the organization and each of its representatives on official letterhead and addressed to Mr. Renan Villacis, Director of the Secretariat of the Assembly of States Parties;

  2. State clearly which of the criteria above you are submitting your request under, providing supporting documents if necessary;

  3. To ensure that your request will be processed in time, send your request and supporting documents by email to: NO LATER THAN WEDNESDAY, 28 OCTOBER 2015


(You may also send it by fax to: +31-70-515 8376 (The Netherlands) or by mail to: Secretariat of the Assembly of States Parties, International Criminal Court, Room C-0458, Maanweg 174, 2516 AB The Hague, The Netherlands; however, sending it by email would be the best method to ensure your request is received).
As indicated earlier, please send a copy of your request to the CICC.  Please note that the Secretariat of the Assembly of States Parties does not provide any funding for participating NGOs.

In response to your request to participate, you will receive a confirmation letter from the Secretariat of the Assembly of States Parties which you need to bring to the meeting for registration.
